    The Safety Gap

    Gardiner Harris (Nov. 2) presents a disturbing picture of the deterioration of the F.D.A.’s ability to assure the safety and efficacy of imported drugs and foods. Clearly, steps need to be taken by Congress to strengthen the F.D.A.’s enforcement capability and resources. My experience teaching food and drug law leads me to emphasize that the responsibility for catching bad products should not fall solely or primarily on the F.D.A.
